I asked Paulo for clarification.  He responded:

I Was Talking about like this HTML code:

 <div style="width:200px;height:100px;border:1px solid blue;">
HTML borders are best created with CSS.
</div>

But this border will be in one or more characters and on the Format  Menu choose  Character option tab Border. Something like the Paragraph Border.
