Currently you can have:
draw:rect containing a text:p which can contain a draw:frame which can contain a table:table. 

So you are pretty much allowed with sufficient indirection to have a table:table inside a draw:rect.

What would allowing a draw:table directly inside a draw:rect give us? How would the interaction in placement between text:p and table:table be defined?

So if the aim is "to be also able to have a table which is also text content inside the shape which ie e.g. also supported by OOXML and MS-ODRAW spec.", then this is already allowed.
