Do we have a relatively recent editor-version of the 1.3 draft? I
believe that some of the proposals we had in JIRA were incorporated 6
months or so ago into a draft, at least they were marked "applied" I
think. Some of the later comments we received overlap with those
changes. So I am hesitant writing up proposals without knowing the
current base.
