Correction:
Of course it was

that made it into
http://docs.oasis-open.org/office/v1.2/os/OpenDocument-v1.2-os-part1.html#element-text_numbered-paragraph
Interesting that only the numbered-paragraph got already the list-id, I
am longing for:
