How about just width-rel and height-rel.
the first "rel" is not really needed and since one rel mean relative and the other relation I would prefer if we just kept it similar to horizontal-rel and vertical-rel
Apart from that I also think we need to be really careful about the values. And be absolute certain the meaning is exactly as we want it. for example layout-environment is afaik never the same as a paragraph, but rather a text box or table cell or header or footer or page, so is this really what you were asking for?
