the reporter is evidently confused between Notes in old OOo Writer versions (which are represented by "office:annotation" element in ODF 1.2, "14.1 <office:annotation>") and the "text:note" element in ODF 1.2, "6.3 Notes", which is actually for footnotes and endnotes.

Since annotations are not actually called "notes" anywhere in the ODF spec, we can probably close this issue.
