This proposal is implemented in Apache OpenOffice 3.3 and higher and in LibreOffice 3.3 and higher as tableooo:tab-color attribute. Gnumeric 1.12.20 also writes tableooo:tab-color attribute besides gnm:tab-color and gnm:tab-text-color.
