Draft minutes for today's meeting are attached.

The one major change is to the quorum. I forgot to count myself as
attending. ;-)

I should have an updated spreadsheet and proposed agenda for 07
December 2015 out sometime tomorrow.

All the official minutes have been renamed and uploaded and all the
dispositions of JIRA issues have been entered.
