ODF schema as downloadable artifacts for programmer (via Maven)

Some years ago Rob asked you the following question and I can not remember nor find the answer:

I ask, as recently I run into the same legal problem with the Apache ODF Toolkit (Incubating) project when I put the ODF schema into the source code repository (being used for validation and source generation). The problem is that Apache repositories shall not contain unchangable artifacts as our schemas.

A good solution would be to bundle the schema files into a JAR file and put them on Maven (see Rob's explanation above).

If any TC member remembers the solution, I am happy for any help.
