LibreOffice has implemented
COM.MICROSOFT.CONCAT
and
COM.MICROSOFT.TEXTJOIN

CONCAT extends CONCATENATE to ranges and TEXTJOIN extends CONCAT with a delimiter.
Both functions are available in Excel 2016. Their descriptions are in

I do not see the need for changing the definition of CONCATENATE.
