4. Meeting time for 2017-10-30 - I got this from the TC Admin:

"So please be forewarned that on Sunday, October 29th, much of Europe will go off daylight savings time. 
North America will follow suit on Sunday, November 5th, and the rest of the world will fall into place
somewhere in between."

If I'm reading it correctly (do check), if we maintain the meeting time as 12:00 noon my local, UTC will be 16:00 and Berlin will be 17:00.
