As discussed in TC call 2018-02-26, feedback from implementers indicates everybody does it the same way, so let's specify that explicitly, see proposal.

Regina says that there is no way to *remove* an individual tab-stop currently in a derived style, which would be necessary if individual tab-stop elements were inherited.
