it looks like the fo:margin-left on <style:list-level-label-alignment> is indeed taken in case the paragraph's style does not define a fo:margin-left and has the same effect.
regarding RTL, i'm assuming (but haven't checked) this is specified somewhere that generally left / right are switched then so we don't have to consider it in every attribute, we just specify it for the LTR case.
(regarding presentation documents, i have no idea right now.)
