An example of another workflow

Greetings!

To perhaps make our discussion tomorrow of workflow more concrete, I
have prepared a sample document that reflects Regina's changes to
OFFICE-3932.

I enabled change tracking but reserved the JIRA reference to the log of
changes.

This would mean that any one working draft might reflect changes until
the TC decides to approve the changes, which revs the document for
another set of changes.

Just some food for thought.
