I see no need to require a svg support. Such request has problems:
It is not clear, what "svg support" means. Even good browsers to not support all features of svg.
svg is still evolving. What version would be requested?
It might be a special consumer, e.g. a text-to-speech application, that cannot make use of any svg.

Proposal: refuse request and close issue.

That does not exclude better support for svg. For example, I want to get in, that svg-fragments can be directly included as image. But that is a different issue and surely not ready till ODF 1.3.
