New proposal - units "at"/"atm"

Greetings!

Perhaps we can handle my proposal for Office-3851 by email:
https://issues.oasis-open.org/browse/OFFICE-3851

I use Regina's suggestion for the new symbol, SI_at, say that at is
deprecated in a separate entry and that Excel treats atm and at as
having the same values.
