Issue for better explanation of Force Array?

Greetings!

In fixing the issues with missing Force Array in
https://issues.oasis-open.org/browse/OFFICE-3902

mention was made of creating a new issue to track a better explanation
for the OpenFormula text.

Searching JIRA I did not find such an issue.

A pointer to what I missed and/or a better explanation than we have to
date, greatly appreciated.

The meeting where the discussion took place was 8 January 2018.
