how about adding this at the start, then use "characters" instead of "character content":
In this section, "characters" means the character content of the paragraph plus drawing shapes and frame elements with anchor type "as-char", included via the same criteria as specified for character data in 6.1.1. General.
we could also name it "character content with as-char shapes", but that's annoyingly long?
