The above mentioned ticket is closed with the result, <quote>Change âit shall be repositioned when displayed to prevent this overlap as needed.â To âit should be repositioned in an implementation-dependent manner when displayed to prevent this overlap.â</quote>.
So they decided to not make an exact definition of the behavior.
