that influence each other - priority of influence is unclear

Patrick: Alfred - needs to say cannot both scale at the same time

Patrick: Andreas - too fast, need to avoid fixing applications by
changing the standard - would have to implement twice
Patrick: Andreas - would have to have different implementations for 1.3

Patrick: Andreas - still comes down to fixing a bug in implementations
that don't conform to the standard - don't need a survey of implmentations
Patrick: Francis - could issue errata document for all versions -
Patrick: Francis - really a technical change - but can convince OASIS it
is an editorial issue
Patrick: Defer until next week
Patrick: Michael - greater danger that someone will create an incorrect
version if we delay too long
