I have reopened the bug, because I had made an error. The new kind of reference is not to a line but to an area. So instead of
{{Page-content-bottom}}: vertical position of frame positioned relative to the bottom edge of page content area.
it needs to be
{{page-content-bottom}}: vertical position of frame positioned relative to the area below the page content area.
or in case you find that not clear enough
{{page-content-bottom}}: vertical position of frame positioned relative to the area below the bottom edge of page content area.

Besides that, the value should start with a lower case 'p', same as all other values start lower case.
