Per the Word developer: "So if Word was respecting those attributes, you would expect the displayed image to have a width to height ratio of 3.13. Instead, you're seeing a w to h ratio of 6.27. And as Regina noted, the draw:frame element also has attributes svg:width and svg:height. It looks like those are what Word is using to size the image."
