Probably and yes, I think.
How usefully a purported-ODF doc from one app works in another would
be part of 1., then?

I suspect that's really more for extensions to the ODF spec to handle.
(I assume there are others looking into how to convert ODF<->UOF with
the best fidelity possible, for example.) Does it count as
interoperability? Who for? (Off the top of my head: app vendors,
writers of converter libraries.)
