Removal of DISTILL/AUGMENT

https://wiki.oasis-open.org/openc2/RemoveSensorCommands was created to record the agreement today at the OpenC2 Language Subcommittee to remove the DISTILL and AUGMENT actions since all known use cases can be met by the REPORT action. If you know of use cases which contradict this, please bring them to our attention.
