ip_connection property tables added to spec

At the LSC today, we reached agreement to add the ip_connection property
tables to the Language Specification. We reviewed the draft presented
and agreed with some changes. The agreed to text has been added (and
accepted) on the google doc wd04wip and the text has been accepted in a
github commit on WD04. The tables can be viewed in section 3.2 of either
document:
