SBOM AP to new template

I completed the series of pull requests (PR) that I mentioned at today’s OpenC2 working meeting. They are now entered for approval on next week’s working meeting agenda -  https://meet.lucidmeetings.com/meeting/299045 . There is no new content (other than adding Mike as cochair) – they are all rearrangement of text from old template to new template. Once we agree to these  PR’s next week, we can then start the real work of adding new content and updating old content to reflect how the SBOM world has evolved.
