Using OSLC Estimation and Measurement Service (EMS) with PROMCODE

TC Members,

I uploaded two documents for discussion tonight. The first [1] is a brief 
introduction to the EMS spec. The second [2] is a detailed analysis of how 
EMS could be used in PROMCODE. Please review this prior to the TC meeting
