Suggestion of two new functions in pkcs11-Version 3

The PKCS #11 TC discussed your suggestions (https://markmail.org/message/b6oc3ucirz6c3x32?q=pkcs11-version+3+list:org.oasis-open.lists.pkcs11-comment)
      at the face to face meeting earlier this year and elected not to
      pursue this for PKCS #11 v3.0 or v3.1.
