CKA_PUBLIC_KEY_INFO not assigned a constant identifier

In the PKCS#11 2.40 Base Specification, there are the expected references to CKA_PUBLIC_KEY_INFO but no the "Appendix B. Manifest Constants' has not been updated with a value for that new attribute.
