New Requirements Mapping - Up To [S43] (inclusive)

To keep things rolling, I've added entries to our Requirements Mapping
document for [S35] - [S43] (inclusive). These entries address
classification, and most of the requirements stated in the CCTS are (I
believe) already covered by our current registry architecture.

Please note that the contents of this Requirements Mapping document will
be presented to the Registry TC on the 8/21, and will reflect what
ultimately appears in our Technical Note. So *please* make sure that you
are comfortable with what I've listed, before it gets too far ahead in
the process.
