Initial write for RAWS

Attached is a revised version of the original RAWS proposal.

In this version I have added the initial writeup describing the proposed
solution and suggestions on where to change what in ebRS. Note that it
is likely that ebRS will have a more systemic change due to RAWS that is
not covered in entirety by this document. Instead I focused on areas
that introduce key concepts of the proposed solution.

Please review the suggested text for tomorrows meeting (same logistics
as last week). Focus on chapter 5 (ebRS changes onwards) as earlier text
has not changed.
