OASIS Regrep TC - Proposal #3 GetRegistryEntry (new Section 7.2)

Attached is a 2-page proposal to enchance Section 7.2, GetRegistryEntry, of
our Registry/Repository Technical Specification. 

The current service only works for a single AssignedUrn -- the new proposal
entends this to work for the set of RegistryEntry instances identified as
the result of a RegistryEntryQuery.

We can discuss this at out teleconference tomorrow. Meeting details in
previous email for Proposal #1.
