[regrep] Latest V3 presentation with REST incorporated

Team,

The attached presentation has incorporated Matt's REST slides and has
been reviewed by him. At this point these slides have all the V3
features described. Note that it does not yet have intro slides nor does
it have conclusion slides. I will add these at a later time. Please
share any comments that you may have o these slides. When doing so
please be clear as to which slide (including number and title and a text
string to search for).
