Opinions of IEEE Standard for Learning Object Metadata

I was doing some research and ran across this standard -- 1484.12.1-2002
IEEE Standard for Learning Object Metadata 2002.  Has there been an
assessment of this standard and its applicability to the REG/REP efforts?
