Initial draft: Registry Managed Version Control proposal

The initial draft proposal canbe found here:

http://www.oasis-open.org/apps/org/workgroup/regrep/document.php?document_id=6314

The document is written to show exactly how it will fit into the existing RS spec.

Please share comments over email on this thread. Duane and I will work together to get this to a final proposal. Anyone else who is interested in contributing
would be very welcome. Thanks.
