Hi Emily,
I think you mean the whole artifact will be transferred after a Base64 
encoding process. The spec editor Prateek Mishra, the spec didn't 
suggest the restriction on this, but this flexibility is right a 
reason of this discussion.

I remember somewhere in the spec it recommends the use of Base64 encoding
for 
sourceID. I vote for use the Base64 encoding.
