Authentication request

Hello,

here is my scenario:

A gsm provider needs to authenticate their customers
before activating their SIM cards.

For that they need to send a predefined set of
informtion ( for example, name, civil number, country
of birth, ... ) to the police. According to a certain
algorithm the police is going to verify that
information and respond to the gsm operator telling it
if the customer is ( probably ) who he pretends he is.

Can SAML authentication request be used ?

If yes, how should the sent information be packaged ?
How is the country of birth ( for example ) be coded
in the message ?

If anyone could give me a rough sample, it would be
great.
