In practice, I've only seen it used as a way of carrying ancillary data
associated with profiles that use SAML. In a few cases, it gets used for the
original purpose, which was to supply non-normative context for interpreting
the assertion.

One could even imagine doing weird things like embedding schema definitions
of attributes, for example.

The SAML core spec is very general. Examples like that can only emerge from
profiles, and none of the standard profiles use it.
