[NEW ISSUE] Binding name attribute not a QName

DESCRIPTION:  

In the pseudo-schema Binding/@name is a QName (line 2270)
but the actual schema says it's an NCName (line 3285). 

It should be an NCName, in order for the WSDL generation
from the WS Binding spec to work (ws binding spec line 324).
