SCA Policy TC Issue 34

On this morning's SCA Policy TC Telcon we discussed issue 34

*Wiring from a reference with no binding to a service with a binding*

The TC felt that this issue belonged in the SCA Assembly TC rather than 
the SCA Policy TC.

Please acknowledge that the SCA Assembly TC will take this on so the 
Policy TC can close the issue.
