Action items complete

Since the issue I raised, (227), coupled with the proposal I just
submitted to the doc repository and mailing list, covers both the notion
of domain channels, and the promotion of channels, I believe my action
items:
2009-12-01-6 and 2009-12-01-7 are complete.
