Target: SCA Assembly 1.2 WD 01

Title: RFC2119 wording and conformance statement need to be added for Eventing

Description:

The Eventing text that was added to form 1.2 WD01 needs to be re-written
to address RFC2119 language in the style used in 1.1 (labelled statements
etc). We also need to re-examine  the impact that eventing may have
on the conformance statements.
