ASSEMBLY-264 Resolution Proposal

Hi Folks,

At [1] you will find a proposal to resolve ASSEMBLY-264.  I was unable to
get a public URL for the document so had to use the internal OASIS link.  I
have no idea why this document doesnt show up externally.

I hope Mike can get this one the agenda for next week.
