Description:

SBPEL2019 states:
"When multiple partner links share the same name, the scheme defined by 
[SBPEL2020]-[SBPEL2022] MUST be used to disambiguate different 
occurrences of partner link declaration."

SBPEL2020-SBPEL2022 specify rules that contain RFC2119 keywords. Given 
this, SBPEL2019 does not add anything of value.

Proposal:
Remove the tag [SBPEL2019] from section 2.3 as well as Appendix B and 
replace the 'MUST' in the statement with 'is'.
