Description:

[SBPEL3022] The contents of the sca-bpel:requires attribute MUST be a 
space separated list of SCA intent QNames, exactly as specified in the 
SCA Policy Framework Specification for the contents of the @sca:requires 
attribute.

The fact that it is a space separated list of QNames is already part of 
the XML Schema.

The fact that the QNames are intents is already covered by the ref to 
the Policy framework spec.

Proposal:

Replace 3022 with --
[SBPEL3022] The contents of the sca-bpel:requires attribute MUST be 
exactly as specified in the SCA Policy Framework Specification for the 
contents of the @sca:requires attribute.
