NEW ISSUE: Further clarification of the relationship conversationalinterfaces and scope conversation

Target: C++ and C specifications

Description:  The Java TC has approved some further clarifications
to the relationship of Conversational interfaces and conversational scope.
 

Specifically, in addition to the prior
restriction that conversation scoped components must only provide conversational
interfaces, the new restriction is that conversational interfaces can only
be provided by conversation scoped components.

Proposal: 

Adopt the additional restriction.
