ISSUE 37: Request Scope

The Java TC today resolved to remove
request scope from the Java CAA specification.

I propose we resolve issue 37 in the
same manner.  This would remove section 2.3.2 from the C and C++ specifications,
request scope from the list of required scopes along with other references
to request scope.
