Test suits

The C++ and C test suites are nearly
complete as documented in these two drafts:

C++ has two test assertions related
to threading that do not have corresponding test cases (I have not dug
into C++ multi-thread programming sufficiently to write these with any
confidence).  C++ also needs a test case for each of @PolicySets and
GetURI() (I am hoping the Java TC creates samples for me to steal from).

C has one test assertion related to
threading (same comments about multi-threading in C).  C also needs
a test case for @PolicySets (again hoping for a Java sample).
