SCA-J has two specifications ready for PR

Hi Mary,

The SCA-J TC has approved two specifications for Public Review, the SCA Java Annotations and APIs Specification and the SCAJava Component Implementation Specification.

There are some special instructions for you:

1) The PR period is 60 days.

2) Both specs should enter and exit PR together.

3) The sca-javacaa-1.1-spec-cd03.zip referred to below [2] contains an updated RDDL document which is owned by the SCA-Assembly TC.   It needs to be published/updated along with everything else, please.
