SCA-J specs ready for CD and PR publishing

Hi Mary,

The SCA-J TC voted [1] to update the two specs in question as per the title violation.  The new specs are now called:

Service Component Architecture SCA-J Common Annotations and APIs Specification Version 1.1  [2]

Service Component Architecture POJO Component Implementation Specification Version 1.1    [3]

You will find the package for each at the referenced location.  Please publish these CD and being the public review as soon as possible.
